Step 2 - Determine, Define and Prioritize Criteria.

The purpose of this step was first to determine appropriate criteria, second to define those criteria and finally to prioritize them. Four meetings were held to accomplish this task: September 26, October 1, October 17, and November 3, 2008. The stakeholders identified and defined two sets of criteria that reflect stakeholder values. The first set includes eight criteria and addresses sharing a new water supply. The second set also includes eight criteria and addresses paying for a new water supply. The stakeholders also evaluated the relative importance of the criteria within each set.
