In 2008, CAP paid the Southern Nevada Water Authority (SNWA) $28,666,667, representing one-sixth of the amount paid to the United States by SNWA for construction of the Drop 2 reservoir. In return for that funding contribution, CAP received 100,000 acre-feet of System Efficiency ICS credits in an account administered by the Bureau of Reclamation. These credits give CAP the right to withdraw from the Colorado River system a cumulative total of 100,000 acre-feet-over and above CAP's normal Colorado River entitlement-between 2016 and 2036. There has been no decision (and no discussion) as to how CAP might ultimately use those ICS credits.
