There is no timeline at present.  CAP is still delivering nearly 1 million acre-feet of "excess" CAP water annually-i.e., water over and above the demands of CAP's long-term Indian and M&I contractors.  Accordingly, CAP does not feel there is a need yet to develop a form of contract for wheeling additional, non-project water.  And if the ADD Water process results in CAP being the single point of acquisition for new water supplies in the three-county service area, then there may not be a need for multiple wheeling contracts.
