Purpose
In response to its 2006 Strategic Plan, CAP created Project Acquisition, Development and Delivery (ADD)  Water in 2007 in an effort to establish a collaborative process to determine when new supplies need to be acquired and what entities get those supplies.  Encourage fair competition and eliminate perceptions of unfair advantage.

In January of 2008, CAP created the ADD Water Project Team that included three CAP Board members, representatives from a variety of external stakeholder perspectives and CAP staff to refine, finalize, adopt and implement the Stakeholder Participation Plan. The Project Team will accurately report the results and recommendations from stakeholder meetings to constituents, stakeholders and the CAP Board. The Stakeholder Process began on May 21, 2008 and is expected to conclude in 2010.

The Stakeholder Working Group (SWG) is a group of more than 70 self-selected participants with an interest or stake in the outcome of the ADD Water process. Their purpose is to develop a range of distinct alternatives for the sharing and paying for the additional water needed to support current and future population in the three-county area. These alternatives will be compared and evaluated in the next step of the decision process. Click on the picture to review more information about the Stakeholder Working Group.

The Hammer-It-Out Group (HIOG) is a self-selected subgroup created from the Stakeholder Working Group (SWG). Thirty two members represent: water providers, developers, electrical and mining industries, SRP, CAP and others. The purpose of the HIOG is to work through the more difficult issues identified in the ADD Water process and report the agreements to the Stakeholder Working Group in January 2010. They will meet at CAP Headquarters every Friday starting October 2, 2009 through November 20, 2009.
